Building & Safety
The Building Division is established pursuant to a mandate by the State of California Health and Safety Code in order to facilitate development within the City in such a way that offers reasonable protection of lives and property. Our objective is to implement the minimum building standards mandated by the State of California while streamlining the process.
The Building Department also serves as the main point of contact for plan review, permit, inspection and real estate inspection process. Other departments/divisions are involved in the approval process and counter staff will inform you on which are applicable to your project. Our staff is here to assist you with the processing of your project and guide you through this complex process. Once all the reviews and approvals are obtained, you will be ready to obtain a permit(s) for construction on your proposed project.

NEW CALIFORNIA BUILDING CODES IN EFFECT JANUARY 1, 2026
Please be advised that in accordance with the State Building Standards Commission
triennial building code update, commencing on January 1, 2026, the City of El Monte has adopted and is required to enforce the new 2025 edition of the California Building Standards Code, California Code of Regulations, Title 24.
The 2025 edition of the California Building Standards Code includes the following 12 parts, including the 2026 County of Los Angeles Amendments:
All projects submitted for permit application on or after January 1, 2026, must be designed in conformance with the new 2025 California Building Codes. Permit applications submitted prior to January 1, 2026, and remain active may comply with the code in effect at the time of application so long as the plan check does not expire, at which time a new permit application is required along with conformance with the new codes.
