2025 Water Rate Study
The El Monte Water Authority maintains an extensive system of water infrastructure including water production and distribution facilities that deliver potable water to approximately 3,500 service connections and covers about 17.6 percent (17.6%) of the City’s population. The water system infrastructure (Water Enterprise) is leased from the City by the Water Authority. The Water Enterprise consists of six (6) groundwater wells, two (2) reservoirs with a total capacity of 1.2 million gallons, three (3) emergency connections to neighboring purveyors and forty-six (46) miles of water distribution lines.
In order to keep up with inflation and fund the replacement of underground assets through capital improvement projects, rates need to be reviewed periodically and increased as needed.
For any increase to water rates, the City and the Water Authority must follow California Proposition 218 requirements, which include evaluating the cost to provide service, a public notification and public hearing.

The City Council will hold a Public Hearing at 6 p.m. or as soon thereafter as the matter may be heard on Wednesday, December 10, 2025, at El Monte City Hall – East, City Council Chambers, 11333 Valley Boulevard, El Monte 91731 to consider proposed increases to the water rates.
