Federal Grant Programs
The City of El Monte is an Entitlement City that receives federal funds directly from the U.S. Department of Housing and Urban Development (HUD). As an Entitlement City, the City of El Monte has the ability to choose which organizations, if any, it would like to work with to implement its housing programs.
El Monte uses a mixed approach for implementing its federally funded activities by using both in-house staff and various highly qualified organizations.
For the 2025 to 2026 Program Year, the City will be requesting proposals from various service providers and housing developers by way of releasing a Notice of Funding Availability (NOFA).

2025 Notice of Funding Availability
The Notice of Funding Availability (NOFA) covers a one-year period for Community Development Block Grant (CDBG), and HOME-funded programs that will begin July 1, 2025 and end June 30, 2026.
All applications must be submitted by 5:00 p.m. on Wednesday, January 15, 2025. Applications not submitted via email prior to this deadline, will not be eligible.
